Jackson County, Missouri, reached a $1.2 million settlement with the parents of a Kansas man who died while in custody.
Kansas Man Died in Restraint Chair While in Custody
According to FOX News, the Kansas man namely Marquis Wagner was arrested on December 9, 2021, when he was accused of shooting through the door of his Kansas City apartment because he assumed someone was breaking in. However, the police had confirmed that no one was trying to get into the man’s apartment.
The Kansas man stated to the officials that he had not slept for several days and was seeing illusions such as demons. The lawsuit confirmed that the Kansas man was also under the influence of alcohol and was still in the process of detoxing.
It was also stated that the Kansas man was left alone in a cell without food and water for eight hours and was only eating the toilet paper from the floor. Moreover, he was also reportedly talking to nonexistent people but was not evaluated to have mental health problems.
Due to his demeanor, the Kansas man was strapped to a restraint chair, where he expressed that he was having trouble breathing. However, no one examined him and he lost consciousness and ultimately died.

Jackson County Reaches $1.2 Million Settlement With Parents of Marquis Wagner Who Died in a Restraint Chair
According to FOX2, Kansas County, the second largest county in Missouri, will pay $1.2 million to the parents of a 21-year-old Kansas man namely Marquis Wagner who reportedly had mental health concerns and screamed he could not breathe before dying in a restraint chair.
The settlement was approved on Monday by the Jackson County Legislature in Kansas City in relation to the 2021 death of the Kansas man. John Picerno, the attorney of the Kansas man’s parents noted that the surveillance showed the events leading up to Wagner’s death.
