OAKLAND — Police here have identified a 47-year-old man who was killed in an apparently targeted shooting.
Billy Williams, who had ties to Oakland and Livermore, was shot and killed by a masked gunman a little before 4 p.m. on Sept. 26, while standing with at least three other people on the 3400 block of Wilson Avenue. Williams’ parked car was also struck by gunfire, but no one else was injured.
Police haven’t announced any arrests.
According to police, Williams had a heated conversation on his cellphone about 15 minutes before the shooting. They say his killer ran off to a waiting vehicle and escaped.
The news station KCBS reported that Williams had recently gained employment with an organization dedicated to beautification in Oakland. Authorities say he had been released from prison last May and was working to rebuild his life.
