In a significant development, the United Nations‘ highest court has addressed a Terrorism Financing Case filed by Ukraine against Russia. Ukraine had alleged that Russia supported separatist rebels in its eastern region a decade ago and discriminated against Crimea’s multiethnic community after annexing the peninsula. The International Court of Justice did find Moscow in violation of articles in two treaties, one related to the Terrorism Financing Case and the other addressing racial discrimination. However, the court dismissed many of Kyiv’s claims under these treaties.

Although the court acknowledged that Russia breached certain international agreements, it denied Ukraine’s plea for Moscow to compensate for attacks in eastern Ukraine attributed to pro-Russia Ukrainian rebels.
This included the tragic downing of Malaysia Airlines Flight 17 on July 17, 2014, claiming 298 lives. Russia, consistently denying involvement, faced a Dutch court conviction in November 2022 for two Russians and a pro-Moscow Ukrainian linked to the attack.
In another blow to Moscow, the world court declared that Russia violated one of its directives by initiating a full-scale invasion of Ukraine nearly two years ago, adding another layer to the Terrorism Financing Case. This ruling highlights a breach of international law by Russia, according to Anton Korynevych, the leader of Ukraine’s legal team. He emphasized the judgment’s significance, stating that it underscores the Russian Federation’s infringement of international law, particularly the conventions under which Ukraine filed its application.
