Indiana State Police have arrested a third person, 35-year-old Jamie Hubiak from Newburgh, in the Warrick County Animal Control (WCAC) misconduct investigation.
Hubiak’s Alleged Conspiracy with Warrick County Animal Control in the Animal Adoption Scandal
Hubiak, owner of Specialty Pet Grooming, Daycare, and Boarding in Evansville, faces felony theft, corrupt business influence, conspiracy to commit theft, and misdemeanor theft charges. This follows the arrest of Warrick County Animal Control staff Danielle Barnes and Susan Broshears, who face various criminal counts for misappropriating adoption payments.
Hubiak and former animal control supervisor Danielle Barnes allegedly conspired to surrender purebred dogs to WCAC, according to police reports and witness testimony. Hubiak allegedly reclaimed the animals after the county paid for vaccines and microchipping. On Specialty Pet Grooming’s website, these animals were allegedly sold.
Authorities say Hubiak gave Warrick County Animal Control seven black poodle puppies in January. After being inoculated, Hubiak readopted these puppies the same day and advertised them on Specialty Pet Grooming for $350 apiece.

Hubiak’s Extensive Animal Adoptions and Evasion of Control Costs
Police say Hubiak adopted 343 animals since 2019. Trooper Patrick Stinson said Hubiak allegedly avoided animal control adoption costs in 2023. Stinson said that Hubiak adopted animals through her pet grooming business, casting doubt on her claimed acquisition methods.
Hubiak said police the inquiry was a “waste of time” and that police should focus on “real crimes.” ISP detective William Campbell stated that Hubiak’s dismissive tone indicated her lack of cooperation with authorities.
The growing charges against Hubiak and the Warrick County Animal Control irregularities probe highlight the suspected misuse of the animal control system for personal advantage, prompting authorities to investigate further.
