‘Bolder-Than-Most’ SVP Temporarily Released to Campo Residence

 A man dubbed the “bolder-than-most” rapist for committing a series of rapes in the 1980s has been conditionally released to a home in Campo, sheriff’s officials said this week.

Alvin Ray Quarles, 62, who pleaded guilty to four forcible rape counts in 1989 and served 25 years in state prison, was released from Coalinga State Hospital and will be temporarily housed at 1138 Custer Road.

Quarles’ release from the state hospital is part of the conditional release program for sexually violent predators, or SVPs — individuals convicted of sexually violent crimes and diagnosed with a mental disorder that makes them likely to re-offend.

After serving their prison sentences, SVPs undergo treatment at state hospitals, but may petition courts to continue their treatment in outpatient locations, where they are monitored and must abide by stringent conditions.

Quarles was ordered conditionally released a year ago by San Diego County Superior Court Judge David Gill, but the subsequent search for a housing location was unsuccessful, leading a different judge to order a “transient release.”

The transient release means Quarles’ placement at the Custer Road address is temporary and Liberty Healthcare, which operates the state’s conditional release program for sexually violent predators, will continue searching for a suitable fixed residence.

His release conditions include 24/7 GPS monitoring, as well as security guards or law enforcement on site on a round-the-clock basis.

The Custer Road home previously housed another SVP, Alan Earl James, who was placed there last year.

State hospital officials have since requested that James’ outpatient release be revoked. Court proceedings on the revocation request are ongoing, but should James be released back to the Custer Road address, Quarles might be relocated to another home or an RV.

Sheriff’s officials said Quarles is not wanted by the county law enforcement agency at this time.

“The purpose of this notice is to allow members of the public to protect themselves and their children from sex offenders,” the department’s statement on Quarles’ release reads. “This notification is not intended to induce fear; rather, it is our belief that an informed community is a safer community. Use of this information to threaten, intimidate or harass the subject or any other person will not be tolerated and may result in prosecution.”
