In an unexpected pivot from traditional policy approaches, Russian President Vladimir Putin has proposed creating “interesting and more passionate” content as an alternative to pornography, marking a novel strategy in Russia’s broader campaign to address its demographic challenges.

A new approach to content regulation

During a candid interview with the RT news channel on Thursday, Putin acknowledged the global prevalence of adult content consumption. “Porn sites are visited all across the world. It is not just an issue for us, but for everyone,” Putin said, suggesting that mere restrictions would prove ineffective in addressing the issue.

The Russian leader emphasized the need for more constructive solutions: “There can be bans and prohibitions, but one has to always come up with alternatives—something more engaging and more interesting than a porn website to fill the void that causes greater interest.”

This latest statement comes amid Russia’s intensifying efforts to combat its declining population, with the country’s fertility rate standing at a concerning 1.5 children per woman—significantly below the 2.1 rate required for demographic stability.

Unconventional solutions to population decline

Putin’s comments about alternative content follow his recent headline-making suggestion encouraging Russians to engage in intimate activities during work breaks to boost fertility rates. These proposals reflect increasingly creative approaches to addressing Russia’s demographic challenges.

Historical context and cultural appeal

The Russian president has consistently emphasized traditional family values, previously calling for Russian families to have up to eight children. “Many of our ethnic groups have preserved the tradition of having strong multigenerational families with four, five, or even more children,” Putin noted, referencing historical Russian family structures.
