Hot-spot policing means having more police in small, high-crime areas. Place-network investigations aim to break up criminal networks and improve living conditions in certain spots. Focused deterrence tries to change the behavior of high-risk offenders with arrests, community help, and social services. The Dallas Police Department is currently in the 15th phase of hot-spot policing and has targeted five locations for place-network investigations.
