In a marked patrol vehicle, Officer Lockwood was en route to a separate incident on Hope Street without injuries. The investigation revealed that Lockwood failed to activate his emergency siren seconds before the crash, and he was exceeding the speed limit by at least 20 mph.
Despite attempting to maneuver away after a curve, Officer Lockwood collided with Reverend Jackson. Lockwood then provided medical care until emergency crews arrived. The Stamford Police Department promptly placed Lockwood on administrative leave, initiating an internal investigation.
