Pennsylvania Witnesses 76% Surge in SNAP Benefits Since 2019 Amid Ongoing Economic Changes

Pennsylvania has seen a notable increase in Supplemental Nutrition Assistance Program (SNAP) benefits in reaction to the economic effects of the pandemic; in November 2019, payments were 76% higher than pre-COVID levels. The increase is explained by a 16% increase in the total number of beneficiaries and a significant 52% increase in average monthly benefits, which will peak at $531 million in 2022. Though population growth has been relatively steady and the unemployment rate is at a record low, the expansion highlights the ongoing need for financial support. According to the Independent Fiscal Office’s study, welfare support is changing due to changes in federal and state policy, which has an effect on Pennsylvanians.

SNAP Recipients Soar: A 76% Surge in Monthly Benefits

Pennsylvania’s response to the economic challenges posed by the pandemic is evident in the remarkable 76% increase in monthly SNAP benefits since November 2019. The surge is a result of both an expanded pool of recipients, witnessing a 16% rise, and a significant 52% increase in average monthly benefits. The analysis by the Independent Fiscal Office sheds light on the continuous growth in SNAP participation, emphasizing the crucial role of welfare support amid ongoing economic changes.

A deeper look into the surge in SNAP benefits reveals the impact of state and federal policy changes. Pennsylvania’s decision to expand eligibility from 165% to 200% above the federal poverty line in 2022, coupled with the inclusion of certain college students in 2023, contributed to the overall growth.

However, a pivotal factor was the 2022 change by the U.S. Department of Agriculture to its Thrifty Food Plan, resulting in a substantial increase in the maximum monthly benefit. The interplay of these policy shifts highlights the dynamic nature of welfare support.
