According to Gothamist, low-income New York City residents will be able to rent homes in other parts of the state where rents are lower and housing is probably available in greater numbers. They could begin as soon as next week.
New Program For New York City Residents
The new program is available to people and families who have vouchers via CityFHEPS, a program that pays rent for New York City Residents leaving shelters and for some low-income tenants who are about to be evicted.
Recipients in the program pay 30% of their income in rent via vouchers, with the remaining 40% covered by the city’s social services department. If recipients match the eligibility conditions for household income, the voucher may be renewed after its initial five-year period of validity.

The CityFHEPS Vouchers Are Ineligible For Recipients Who Are Immigrants
As more immigrants continue to come to New York, homeless shelters must deal with an increasing number of new New York City Residents. Currently, there are about 100,000 people living in the city’s shelters.
The right-to-shelter law, which mandates that the city give a bed to anyone in need, is being attempted to be waived for new immigrants by Mayor Eric Adams’ administration.
The CityFHEPS vouchers are ineligible for recipients who are immigrants. Since the start of the current CityFHEPS program in 2019, the city’s social services department has given out 30,000 housing vouchers.
